The rise of Baoji’s titanium industry was not a spontaneous local cluster, but a top-down national strategic layout. In the 1960s, amid the national Third-Tier Construction campaign, the state settled Factory 902 — the predecessor of Baoti Group — in Baoji. It was China’s only fully integrated enterprise for rare metal production at that time, established to meet the demand for strategic rare materials in national defense, military industry, aerospace and aviation.
This decision planted the root of China’s titanium industry.
It was here that China produced its first batch of sponge titanium, forged its first titanium ingot, and rolled its first Titanium Sheet. A complete technical system covering titanium R&D, smelting and processing was fully established.
More importantly, Baoji cultivated China’s top-tier professional talents and mature production technologies in the titanium sector, laying irreplicable foundational resources for the industry’s later explosive growth.
Market Transformation: From Military Exclusive to Industrial Cluster
For a long time, titanium was regarded as a high-end material exclusively used for military and defense purposes, with very limited civilian applications.
After the reform and opening-up, Baoti Group took the lead in breaking the boundary. While fulfilling national defense and military tasks, it expanded titanium applications into chemical engineering, metallurgy and other civilian sectors, unlocking a trillion-level market space.
Led by the flagship enterprise, the local industry entered a period of vigorous growth. Spurred by technology spillovers, talent mobility and supporting supply chain demands, a large number of private titanium enterprises emerged in Baoji. Starting from scrap recycling and simple component processing, they gradually expanded into core links such as titanium rolling and equipment manufacturing. The industry evolved from single-enterprise operation into a mature cluster featuring leading enterprise guidance and coordinated supporting manufacturers.
Named “Titanium Valley of China”: Entering the National High-End Track
The decade from 2000 to 2010 marked a period of leapfrog development for Baoji’s titanium industry, during which the brand Titanium Valley of China was officially established.Two landmark events in 2002 accelerated industrial development:Baoji was approved as a National High-Tech Industrial Base for New Materials, with the titanium industry listed as its core pillar, enjoying full national support in policy, R&D and project approval. Meanwhile, Baoti Group was listed on the Shanghai Stock Exchange, becoming China’s first publicly traded titanium enterprise, greatly boosting its capital strength and industrial driving capacity.
Driven by favorable policies and capital momentum, Baoji’s titanium industry expanded rapidly. The number of enterprises grew steadily, and the industrial chain extended from basic titanium processing to precision casting and equipment manufacturing.
In 2007, the China Nonferrous Metals Industry Association officially awarded Baoji the title Titanium Valley of China. This recognition elevated Baoji from a local featured industry to a nationally acknowledged core hub of China’s titanium sector.
From 2010 to 2020, Baoji completed a strategic upgrade from scale advantage to ecological advantage. It built China’s only and globally rare fully integrated titanium industrial chain, covering sponge titanium smelting, vacuum melting, forging and rolling, precision component manufacturing, complete equipment production, testing and certification, as well as titanium scrap recycling and regeneration. The local supporting matching rate exceeds 70%. Endowed with unmatched advantages in cost control, R&D efficiency and supply chain response speed, Baoji further consolidated its irreplaceable status as the Titanium Valley of China.
By 2024, the total output value of Baoji’s titanium industry had reached 56 billion RMB. Its titanium products are exported to more than 70 countries and regions worldwide. A pyramid-shaped industrial echelon has taken shape, led by Baoti Group, supported by 15 national-level specialized and sophisticated “Little Giant” enterprises, and complemented by over 600 supporting manufacturers. Baoji has led or participated in formulating more than 80% of China’s national standards for titanium and titanium alloys.
